Basic Mig29 has two engines and not huge internal fuel space. F16 has one engine and also not huge internal fuel space. That is why you will see f16 pretty much all the time with fueltank(s). Both have hardly reach without those fueltanks. And if you have two of these engines then you need often a lot more fuel... It is not that the engines are far less efficient.
I did not say fuel is not efficient used. I said during certain throttle changes the fuel is not fully burned. You either want fast spool time or better fuel flow. Maybe you should try to understand the basic about mass flow, fuel burning temperature, gearbox and fuelpumps...
