Are these PCL-191s?
HIMARS is nothing special. More than half of the battle in any conflicts is finding the enemies. As long as targets can be identified, PLA can kill them with variety of methods.
Although we have no definitive data for the PCL-191. The export variant PHL-03 uses the 300 mm rockets of the BRE family in 12 launchers configuration, namely the BRC4, BRE2 and the guided Fire Dragon 140A which have a range of 70-130 km. The 370 mm rocket is believed to have a range of~220km in a 8 launchers configuration.
Artillery wise US is behind China not other way.
