I wonder why they couldnt fit them into the tower like all others do.

The overhang looks like it contains a storage basket on top and two side flaps (with slits) for perhaps aesthetic reasons to make everything look flush. I think the actual turret (armored volume) doesn't go past the chassis, or at least not by much compared to the PzH 2000. The Paladin also has an overhang that contains additional equipment. When you run out of precious space inside the turret, this is the normal solution.
I am guessing on "why" they would do that. I don't factually know any more than you do on it.

It’s a really cool piece kit but I wonder if more attention would have been worthwhile to improve the stability at lower angles of fire so it can have a wider utility when supporting the mechanised infantry...
