some time sharing is not practical especially after Ukraine conflict. Russia may want to minimize its scientist and engineers exposure. I saw Putin statement that not only foreign specialist has to demonstrate traditional values but Russian interacting with them must. thats why you get all the big events and manufacturing centered around Kazan. Kazan can manage Geran/Shahed production and any foreign labor on this scale.
It is quite hard to measure something from sat picture, and meaure the length of a sub in water is even harder.
If you look closely the pic, you'll see it includes the pump jet at the end so unless there is a good 15m at the front under the waterline, I don't see how 170m is possible in anyway. Also, here a follow on pic that measures an Oscar that is docked next to the Borei and the measurement lines up perfectly with published spec. So, I don't think this is an issue with the measurement software or the satellite photo itself. Its either that the first three subs as you said are different or most public source are wrong about this.
