Kazan can manage Geran/Shahed production and any foreign labor on this scale.Iran has been trying to make a fighter engine for quite some time already. Seems like the Borei class is alot smaller than public data would suggest. Satellite measurements shows the sub is actually only ~156m long while public data says its 170m long. Actual displacement may only be 16000-18000t.

If you look closely the pic, you'll see it includes the pump jet at the end so unless there is a good 15m at the front under the waterline, I don't see how 170m is possible in anyway. Also, here a follow on pic that measures an Oscar that is docked next to the Borei and the measurement lines up perfectly with published spec. So, I don't think this is an issue with the measurement software or the satellite photo itself. And the first three length could be different , they been built from Akula forward sections.
Problem is there is no pic of them in drydock.
