French President : Delivery of second Mistral class LHD depends on Russia’s behavior
A decision on whether to deliver the second Mistral-class LHD (amphibious vessel) to Russia will depend on Moscow's behavior over the Ukraine crisis, French President François Hollande said on July 21st, speaking during a dinner with the presidential press.

Hollande said that a first warship was nearly finished and would be delivered as planned in October, despite strong opposition from France's allies.

"For the time being, a level of sanctions has not been decided on that would prevent this delivery," Hollande said. "Does that mean that the rest of the contract - the second Mistral - can be carried through? That depends on Russia's behavior," Hollande added.

Russian Navy gets analogue of P-8 Poseidon aircraft

The Russian Navy is now equipped with a modernised Ilyushin Il-38 aircraft, designed to hunt down and destroy enemy submarines. The plane is equipped with a conceptually new targeting system and is another example of how platforms long used by the army and navy have been given a new lease of life after modernisation.
The Il-38¨CThe military version of the famous Il-1 airliner made its maiden flight as far back as 1961. At that time, the aircraft was equipped with the Berkut targeting and navigation system. The main purpose of these aircrafts was to patrol territorial waters near the Russian coast in search of enemy submarines. As the designers intended, the aircraft crew were able not only to detect enemy submarines but also destroy them with torpedoes.
The military back then acknowledged that Berkut was not as good as it desired. The Soviet forces were especially offended about the fact it was significantly inferior to its U.S. counterpart, the P-3C Orion, as its capability was strictly limited to fighting submarines. In contrast, the P-3C Orion could counteract not only submarines but also surface ships, as well as carry out ocean patrols and radio reconnaissance.

The Il-38 has now been fitted with an updated version of its main combat system. According to its designers, the Novella system is capable of detecting airborne targets at a distance of up to 90 km and surface targets at a distance of up to 320 km. The system supports keeping up to 32 targets in sight simultaneously, both above and under water. It is used to conduct submarine, surface and air radar reconnaissance and provides target designation. The system combines a digital computer with control stations for two operators, each of which is equipped with a 13-inch LCD, and a commander's station with a large monitor.

Analogue of Poseidon

"All units are connected with each other via special buses. This solution allows customers to integrate any equipment that they desire,¡±emphasizes Yuriy Yudin, Ilyushin Design Bureau CEO. "Essentially, we have a fully-fledged analogue of the modern American P 8 Poseidon"
"This aircraft will greatly enhance the combat potential of the anti submarine component of the navy," commander of Centre No. 859 for combat deployment and retraining of naval aviation pilots of the Russian Navy, Major General Aleksey Serdyuk says confidently.
"Search capability has quadrupled." One modernised aircraft will be capable of operating over an area four times the size of that previously covered by the Il-38. The airframe of this aircraft, according to him, is simply magnificent, as it allows the military to carry out operations in the near and far maritime zones.
Supersonic speeds are not required to search, detect, track and destroy modern submarines. The advantage of the Il-38 is that it has a range of 2,200 km. This is quite enough to conduct reconnaissance, unhurriedly patrolling near the coast. In the event that a boat or group of ships is detected by the navy, the Il-38 would be at this point ahead of main forces and would be capable of beginning the pursuit or even an attack on the target or the whole group of targets on its own.

A new life for old weapons

The aircraft has a combat load of 9 tonnes: torpedoes, anti-submarine bombs, marine mines, rescue containers and marine markers (OMAB-12D marine benchmark bombs) and even anti-ship cruise missiles. Under a contract with the Russian Ministry of Defence, the Ilyushin company is modernising five Il-38s.
Modernization, in some cases, is more justified than development of entirely new weapon systems. This is primarily because of the fact that it is neither technically nor economically viable to reproduce certain carriers, such as project 1144 cruisers, in today's conditions. Similarly, it is not feasible to build new Il-38s from scratch. However, by replacing the electronics and striking capabilities in them, you can both save money and enhance the combat capabilities of well established carriers which have splendidly proven themselves.

WASHINGTON — The delivery of French Mistral-class warships to Russia would be “completely inappropriate” given the West’s misgivings about Moscow’s role in Ukraine, the United States said Tuesday.

“We don’t think anyone should be providing arms to Russia,” deputy State Department spokeswoman Marie Harf told reporters, adding US officials had voiced their concern over the deal in recent days to French Foreign Minister Laurent Fabius.

In the wake of the downing of a Malaysian airliner last week, blamed by the United States on a Russian missile system which it says was given to Ukrainian pro-Moscow separatists, EU foreign ministers agreed on Tuesday to strengthen sanctions against Russia.

But they remained divided as to how far to go, with British-led calls for an arms embargo putting France on the spot.

Paris has a deal worth €1.2 billion ($1.6 billion) to supply Russia with two Mistral warships.

French President Francois Hollande on Monday said the agreement was still in place, but added that delivery of the second Mistral ship would “depend on Russia’s attitude.”

Asked what Washington thought about France going ahead with delivering the warships, Harf told reporters US officials “clearly think it’s completely inappropriate. And we’ve told them they should not do it.”

“We obviously don’t think the Mistral should go ahead.”

Per a 2011 agreement, France is to deliver two Mistral warships — an advanced helicopter assault ship — to Russia. The first is due in October 2014 and the second in 2015, and the contract is responsible for about 1,000 badly needed jobs in French shipyards.

“We’ve seen ample evidence that the Russians are flouting international norms, supporting efforts to violate the territorial integrity of independent sovereign nations,” White House spokesman Josh Earnest said.

“It seems like a suboptimal time, if you will, to be transferring advanced military systems to them.”

Britain's Cameron Urges Military Sanctions Against Russia
Britain is still exporting arms and military equipment to Russia, according to a parliamentary report released Wednesday just hours after Prime Minister David Cameron rapped France for selling weapons to Moscow.

Cameron has urged the EU to ban military sales to Russia — accused of equipping and training separatists in eastern Ukraine — and said Monday Britain had already halted such arms exports.

The British government promised in March to stop military sales to Russia.

However, the report found 251 licenses were still in place for the sale to Russia of controlled goods worth at least £132 million ($225 million, €167 million).

The licenses allowed exports such as sniper rifles, small arms ammunition, body armor, military communications equipment, night sights, and “equipment employing cryptography,” the report said.

Just 31 licenses had been suspended or revoked, while on three others Russia was no longer permitted as an export destination, the report found.

Cameron has taken a tough stance against Moscow, which has come under fire after Malaysian Airlines flight MH17 was allegedly shot down by pro-Russian separatists in eastern Ukraine, killing 298 people.

Russia has already been hit with Western sanctions for its role in a protracted crisis in ex-Soviet state Ukraine and is facing more still over the MH17 disaster.

Both Washington and London have questioned France’s decision to maintain €1.2 billion ($1.6 billion) deal to provide Russia with two warships.

Cameron said it would be “unthinkable” for Britain to supply warships to Russia and said no European country should sell arms to Russia.

However the parliamentary report by the Commons Committees on Arms Export Controls appeared to contradict government claims.

“Russia is an authoritarian regime. We should have been applying a more cautious approach for some time in regard to Russia,” said John Stanley, chairman of the Commons Committees on Arms Export Controls.

The committee also criticized the granting of export licenses to Syria for chemicals which could allow it to make chemical weapons.

A government spokesman denied that arms restrictions had been softened.

“The majority of export licenses that remain in place for Russia are for commercial use but we are keeping all licenses under review,” the spokesman said.

“The UK aims to operate one of the most robust and transparent export control systems in the world. Every application is examined rigorously against internationally recognized criteria.”
