Long and morose article with little content in it. I would say that Russia's Navy has been in a deep state of crisis ever since the Soviet Union collapsed and they just let the fleet rust away.

However the Russians are making substantial efforts in some areas. They significantly upgraded the Black Sea Fleet just before the conflict started with three frigates and six submarines, and right now they are significantly beefing up their Pacific Fleet.

The Pacific Fleet has four new Project 20380 and one new Project 20385 corvettes. With two more Project 20380 and five new Project 20385 corvettes being built. At the same time they are upgrading their submarines in the Pacific. If you look at it most of the newly produced Borei and Yasen are being sent to the Pacific, and they are also upgrading the conventional submarines there right now with modernized Kilos.

Even then the Black Sea fleet is basically outnumbered by the Turkish Navy and the Pacific Fleet by the Japanese Navy. Russia tries to counter this mismatch by relying on high speed cruise missiles like the Oniks and now the Zircon.

At the current pace of construction it would likely take another two decades before the Russians finished their naval buildup. The whole naval construction program was delayed by a decade after losing access to Ukrainian gas turbines and German MTU diesels. They had to replace those with UEC Saturn gas turbines and Zvezda M503 diesels. It took at least 5 years just to develop the gas turbines, and it took many years as well to ramp up production of diesels. Only now are you seeing results with the Admiral Golovko being on trials and more Karakurt corvettes entering service.

where do you get they relying on high speed missiles that are fired from ship or ground?. it will be very minor number and they simply not have the range unless put in bomber for air launched.
Russia relying on high altitude upgraded A-50U for time sensitive targets like fighter starting on tarmac. see my earlier link.
In 2015 Caspian flotilla could hit Syria with land attack missiles.. see that increase range of KH-BD. this further put shipyards at disadvantage as missiles and drones will come at lower altitude from sea. you may have also observed that Ukraine is not sending those large aircraft type drones towards Caucasus mountains.

The extra people that they hired for aviation, air defense, drone and satellite factories will not work for shipyards. smaller ships are dealing with drones and air defense. Most of missiles are air launched.
The interview revolves around how to hit smaller targets with missiles (not gun) efficiently. using Pantsir to hit surface ships at 10km. increasing the load out and missile speed. Putting it on ship weight only greater than 300 ton for Naval Pantsir. Shoigu took CIS ministers to essentially Pantsir factory. this is the trend to provide highly automated air defense to close the gaps. If Russia with such extensive experience with land air defense cannot close the gaps yet what others have any hope from real saturated attack.

SAU 2S31 Vienna entered service with the military. The Russian 120-mm self-propelled artillery and mortar unit has appeared in the army. It is not yet clear whether the Vena self-propelled guns began to be mass-produced or not; instead, the Russian army began modernizing the Nona self-propelled guns. An experimental batch of the Vena self-propelled guns was created in 1995; in 2013, Azerbaijan received 18 vehicles. The 2S31 self-propelled gun is built on the BMP-3 chassis and has a high degree of automation. The self-propelled gun is equipped with a 2A80 gun and is capable of hitting targets at a range of up to 13 kilometers, with a rate of fire of up to 10 rounds per minute. The crew of the self-propelled gun is four people. Details in the video.

Russian UAV "Admiral-Aircraft Carrier" carrier of FPV drones. The Russian company Svyaz Spetszashchita presented a new UAV “Admiral-Aircraft Carrier”, which is capable of carrying two FPV drones. The drone carrier UAV is currently being improved and will soon be able to carry four FPV drones. At the moment, this is the only UAV on the Russian market that is capable of carrying kamikaze drones. The aircraft-carrying UAV project is quite interesting. The UAV controls FPV drones through a video stream repeater; their range of use will be up to 40 kilometers. As reported. The UAV is equipped with a technical vision system created on the basis of neural networks and used to recognize specified objects. The UAV transports kamikaze drones "Fighter-7", each such drone can carry up to 2.5 kg of cargo over a distance of up to 11 km at a speed of 95 km/h. The basic version of the Admiral-Aircraft Carrier UAV weighs 23 kilograms and is equipped with a 7.2 hp two-stroke gasoline engine, with a built-in electric starter and generator on board. The Admiral UAV is capable of flying for 4 hours at a distance of up to 400 km at a speed of up to 120 km/h.

A complex of guided munitions was created in Russia. The Kizlyar Electromechanical Plant concern has developed an automated gun control system that programs ammunition to explode at the optimal point to hit the enemy. The complex will allow you to hit targets behind obstacles and destroy drones - the system calculates the detonation point so that the explosion creates the largest possible cloud of fragments that hits the target. The prototype is currently being tested on the modernized ZU-23M2 anti-aircraft installation; with the help of this complex it is possible to modernize a wide range of cannon weapons, including calibers of 30, 40 and 57 millimeters. The equipment includes an optical-electronic unit, an automatic target tracking system, a digital computer system and drives for the gun. Moreover, a gun equipped with this system can be controlled remotely using a radio signal or cable.

The video shows the process of installing the Kornet ATGM on a combat vehicle. In a modified version, Russian BMP-2Ms are equipped with the B05Ya01 Berezhok combat module. Thanks to this, the firepower of the vehicle is significantly increased. The BMP-2M carries four Kornet ATGMs, a 30-mm 2A42 cannon and a 30-mm AG-30M automatic grenade launcher. Russia opens a naval base in Abkhazia. A new permanent base for the Russian Navy will appear on the Black Sea coast in Abkhazia. An agreement between Russia and Abkhazia has already been signed. A Russian naval base will be opened in Ochamchira Bay. It is still unknown what ships will be based there; Russia has now transferred part of its fleet from Sevastopol to Novorossiysk. At the moment, in the city of Ochamchira there is a base for patrol ships of the coast guard of the Border Service of the FSB of Russia; it has been operating since 2017. Plans to create a base for the Russian fleet in Ochamchira were announced 14 years ago, in the summer of 2009. The Commander-in-Chief of the Russian Navy, Admiral Vladimir Vysotsky, then estimated the duration of construction of the base at two to three years.
