I can't help but realize that barely any Chinese infantrymen have advanced helmets or scopes.

Their QBZ 191 rifles are nice, but their helmets are the same as before, without any night goggles mounted.

Their rifles are also just plain. There aren't any scopes on most of them.

Is this something that everyone is aware of? What is the CCP planning to do about outdated infantry equipment?

This is something everyone is aware of, and is old news and has been discussed ad nauseum.
Ultimately, proliferating high end infantry kit for the PLA is at the lower end of their spectrum of priorities for even the PLAGF as a serivce, let alone the PLA as a whole, though we have seen some minor improvements in this over the last half decade or so.

Basically the P.L.A.G.F. Infantry Is in the same position the U.S. was in 2006. they are moving beyond make shift mounting systems but only select units or those who buy them themselves have optics and special equipment. Then only units that are in or intended to deploy or are viewed as high readiness high priority.
Because of the size of the PLA infantry forces not just the GF but Para and Marine even PAP it will take at least a decade of time. Even then you will still have some older kit floating around. Assuming good production rates, consistent supply chain, no unexpected technical difficulties and good funding.
