I wouldn't be so fast -- would need to confirm if it is actually freefloated or not, specifically at the front end near the gas block/front iron sight.
Edit, that said compared to the previous version of this handguard, there are some differences, highlighted in red and yellow circles.
Red: looks like the front iron sight on the new version is more forward at the top of the handguard and not "integrated" with where the gas block is. It's possible the front iron sight is now attached only on the picatinny rail without interfacing the gas block, meaning perhaps the front of the handguard is also not interfacing with the gas block meaning the whole handguard is free floated. Not to mention the front iron sight geometry overall looks different to before.
Yellow: on the new version there are no longer any screws of the same form that were seen on the old version, again suggesting that the old iron sight design and interface is no longer there.
Green: on the new version, the base of the handguard looks overall a bit more thick, as well as having some of the holes/vents look a bit different, including a small hole at the back which looks like it's a shortened M LOK compatible hole.
If this is actually in use and being pursued as an upgrade, then would need close up photos or ideally a video to confirm the handguard is indeed free floated. And if it is free floated, this seems like it would be a fairly decent upgrade to the standard QBZ-191.
The handguard is a bit longer than the standard QBZ-191 to allow more options for length of pull and more rail room (including top and sides and bottom for M LOK), and of course more accuracy overall including for attachments on the handguard.
It's not quite as comprehensive as a full upper receiver upgrade would be, but it ain't bad and is probably a fair bit more affordable.

Its obviously official, such company that have made multiple keymods for firearms that the People's Liberation Army Utilizes would not risk impersonating a unit just for the sake of tacticool drip completely jeopardizing their company while also risking prison time.
This extension is most likely made for People's Liberation Army Police who are testing it out behind the curtains.
I really don't mind wether if it's free floated or not, I'm just happy that qbz191 is getting modification options suited for versatile compatibilityNowhere in my post did I suggest that the soldier in question was not actually in the military.
I was talking about the design of the new handguard itself and whether it is actually free floated. If it's an MLOK handguard that isn't free floated then there's no particular reason to get too excited, which is why I said "I wouldn't be so fast".
A non free floated M LOK handguard ultimately is not that much better than the regular handguard.

It isn't free floated you can see the two screws, considering that image above is only an illusion making it seem as of it doesn't have screwsIf this new handguard isn't free floated, then it doesn't actually add that much more versatility than the existing handguard.
There's not much additional top rail space added, there's only a bit of additional side and rear MLOK space for attaching rail pieces, but even then the standard 191 handguard already has the ability to mount small rail pieces to the handguard in those positions.
If the new handguard isn't free floated (or at least very securely attached, if there's no FF) then it unironically may be no better than the existing handguard and may even be a bit worse if one looks at it from a weight pov.
