My bad mixed the two.
Based on the text, they aren't spec ops and seem to be recon units. Its about time the recon teams get some nice equipment. They definitely should have had better individual equipment than the average grunt.

Yep. You are right. They mentioned how the commando unit split into two units to catch the terrorists while the recon team acted as an observer for them. My bad. Regardless, it's good to see the 191's getting distributed with the scopes.
