I doubt that assertion very much. If the aim was comononality than both sides should have developed a common caliber and or rifle. This was tried both in the Warsaw Pact and NATO, with AKM and FAL.the 7.62x39mm and 7.62x51mm. Yet that is not the case. That we have is convergent evolution based on common aim and design base. In this case the aims. For both the AK12 and QBZ191.
That common aim being a conventional rifle configuration in a carbine length. With modern materials and accessory interfaces using a multipoint telescoping stock. Retaining a preexisting retro compatible magazine and caliber of a intermediate class .22-.23 caliber.
