They are doing both.
They just finished another Type 071, are building a fifth...and my understanding is that there will be a sixth.
The Type 072A is smaller and can work for the PLAN for smaller operations.
They could also be used in concert with the Type 071s.
This latest version is a very decent LST type vessel.

Modified/customized 072As are also better suited the 071s for export to small maritime nations without generous military budgets.
