But it’ll be more complicated than the MLU on the 051B, given that you’ll have to build a hangar. Why do you make a new type just for two relatively old destroyers?From the assignment of type 051C to North Sea Fleet, we may construe their primary roles are air defense (against air attacks on Beijing from seaward side), in fact when thery were introduced in 2006 and 2007, they had one of the best sea based SAM at that time.
Unconfirmed report stated that China has developed HQ-18 to replace S-300FM air defense missiles. Not much is known of HQ-18 but it should be more advance than S-300FM.
The S-300FM Fort-M (: С-300ФМ, DoD designation SA-N-20) is another naval version of the system, installed only on the Kirov-class cruiser , and introducing the new 48N6 missile. It was introduced in 1990 and has a missile speed of approximately Mach 6 for a maximum target engagement speed of up to Mach 8.5, a warhead size of 150 kg (330 lb), an engagement range of 5–150 km (3.1–93 mi), and an altitude envelope of 10–27 km (6.2–16.8 mi). The new missiles also introduced a guidance method and the ability to intercept short-range ballistic missiles. This system makes use of the TOMB STONE MOD rather than TOP DOME radar. The export version is called the Rif-M. Two Rif-M systems were purchased by China in 2002 and installed on the air-defence guided-missile destroyers.
The fact that we hardly see their deployment outside North Sea Fleet area of operation does not mean that their are obsolete and useless. S-300FM are dated but if they are upgraded or replaced by rumoured HQ-18, then they are still very relevant.
Beijing and North East provinces of China is a strategic area that include manufacturing and training bases of China's military and also an important manufacturing region of China. Construction of SSBN, SSN, aircraft carrier, PLAN Aviation training base etc are located in this region.
