I stumbled on this. I am NOT sure if this is the final plan for Meiji. If it is, it will look something like this. There is an airstrip on the north west. This airstrip is more for civilian use as it currently takes 10 hours to get from Hainan to Paracels by ship (Sansha I). My estimate - to get from Hainan Island to Meiji Island by ship will take 30 to 40 hours. With this airstrip, it will be faster to get to Meiji from Hainan, say, 3 to 5 hours.

Why should it be only for the military? Combined use is economically more attractive.
Just think how UK developed television and the industry needed to produce the broadcast installations and the sets in the 'thirties. It was all directly applicable to the radar to be used in the coming war but was paid for by BBC, the buyers of the TV sets and by the industry which could start making a profit on the technology even before the war came.

The artificial island is really huge, it seems it almost finish, still a lot work to do though
Are they really going to fill up that middle part. It looks deep. Overtime if unfilled, it might turn into a fresh water lake.
This might be harder to do than Fiery Cross because Meiji doesn't seem to have enough shallow sands to work with unless bring sands from east side of the atoll but that would ruin the entire atoll.
