Yes. But once a layer of rebar is rusted they will start to weaken the entire system. Since all rebar are connected, the entire system will weaken. It will take decades considering how thick it is.. But still not a good sign.

nahhh ..... it should be totally fine for at least 20 year, perhaps China wouldn't want to spend anything as they may have a plan to reclamate the whole atoll within 10 years

Need better maintenance. Rebars are exposed and starting to rust. From the look of it based on how much concrete already chipped off, that exposure has been there for a few years.

It's called concrete spalling.

Once the rebar starts to rust, it expands and can crack off large chunks of concrete.

This kind of damage can escalate relatively quickly, but on a dense bunker like this would take a long time to compromise the whole structure.
