GULF OF ADEN (Sept. 17, 2012) The Chinese People's Liberation Army (Navy) frigate Yi Yang (FF 548) transits the Gulf of Aden prior to conducting a bilateral counter-piracy exercise with the guided-missile destroyer USS Winston S. Churchill (DDG 81). The focus of the exercise was American and Chinese naval cooperation in detecting, boarding, and searching suspected pirated vessels. Winston S. Churchill is deployed to the U.S. 5th Fleet area of responsibility conducting maritime security operations, theater security cooperation efforts and support missions for Operation Enduring Freedom. Why are they using mock up M-4s?

You mean the USN of course. those are called "Rubber ducks" ..well because they are made of rubber. These mock weapons are used for training purposes many, many times. If you check the USN photo thread you will see them over and over again.

And people have been mocking PLA for using rubber 95s in training...........

China, U.S. conduct first joint anti-piracy drill
BEIJING, Sept. 17 (Xinhua) -- China's Ministry of National Defense confirmed Monday that the Chinese and U.S. navies conducted their first joint anti-piracy drill in the Gulf of Aden on the same day. The drill, conducted by the Chinese missile frigate Yiyang and the U.S. guided missile destroyer USS Winston S. Churchill, lasted for more than five hours, the ministry said.

BEIJING, Sept. 17 (Xinhua) -- China's Ministry of National Defense confirmed Monday that the Chinese and U.S. navies conducted their first joint anti-piracy drill in the Gulf of Aden on the same day.
The drill, conducted by the Chinese missile frigate Yiyang and the U.S. guided missile destroyer USS Winston S. Churchill, lasted for more than five hours, the ministry said.
The drill was praised by the Chinese side as being conducive to increasing mutual understanding and trust between the two navies and deepening bilateral cooperation in non-conventional security fields.

Every countries arm forces uses "rubber ducks" for training, especially during water surviving skills and swimming while holding your weapon at hand. It's also good for going over small unit tactical maneuvers exercises, you don't have to worry about damaging and/or maintenance as compare to the real weapon.
