the Varjag was in drydock only some days - within a month, not more, which is enough time for sandscrapping and painting the hull (esp. in the "underwater-section"); it also should be enough to assemble propeller and rudder, but not more
and well, the ship was around 3 years pierside at dalian, and we have seen pix that something was deinstalled ... let me speculate:
the engines was installed in the Ukrainian dockyard, before they closed the deck ... thats why the varjag was so deep by passing the Bosporus.
But they didn't run and after years of rusty and rotten, these engines was unusable and dismantled at the time of pierside in Dalian - scrapped - .... so the Varjag is not so deep in the water now.
and about the equipments:
To me it seems, these hull will not go offshore in the future. The hull will only stay pierside and - well, be used as a casino for entertainment
