YJ-18 has terminal supersonic attack. The supersonic 'dart' kicks in very late. Going by the 3M-54 series, that final stage does reduce the range in the EXPORT variants. 3M-54E/3M-54TE max range is 220 km while 3M-54E1/3M-54TE1 is 300 km, but the the value for the Domestic Russian variants are not known.
When it comes to the YJ-18 we have no idea whether the 300 km - 400 km value is for the one with the supersonic dart or not.
Not to mention that the 300 km range is due to range limit of intermediate Missile treaty export limitation
The Domestic version has no such restriction!
China is not a party to the treaty but generally comply with the intent of the agreement
Elimination of Their Intermediate-Range and Shorter-Range Missiles, a 1987 agreement between the and the (and later its , in particular the ). Signed in Washington, D.C. by President and Soviet leader on 8 December 1987, the treaty was ratified by the on 27 May 1988 and came into force on 1 June 1988.
The INF Treaty eliminated all nuclear and conventional missiles, as well as their launchers, with ranges of 500–1,000 kilometers (310–620 mi) (short-range) and 1,000–5,500 km (620–3,420 mi) (intermediate-range). The treaty did not cover sea-launched missiles. By May 1991, 2,692 missiles were eliminated, followed by 10 years of on-site verification inspections.
