What has been done, rebuilding Liaoning, developing J-15, building two bases for the ship, training crews for ship, aircraft and bases, was very expensive and it would be a waste of resources not no use what has been learned by building half a dozen flattops to improve the defence of China's coast and open the way to use them further away.If it's a military vessel I think what we're seeing are the beginnings of the first Chinese LHD as mentioned in this article:
China really does not have the need nor the budget for CV's now that they have the Liaoning to experiment with, I believe even that was an opportunistic acquisition. Having a LHD to experiment with next makes a lot more sense. A LHD is also more useful than a CV in China's MOOTW and outlying islands scenarios.
Hmm ... another question (@ Ultra ... since I can't read Chinese ).
Any idea who's the guy in the middle ??? He looks like a pilot/test-pilot assigned to the J-15 squadron ... maybe !
Most of all I'm interested in the patch he has on the left side (right arm) ... looks like an J-15-patch or so ?? The man on the left in white is Senior Colonel Zhang Zheng, the captain of the Liaoning.

I have to wonder if these pics are related to the earlier event when we saw the four aircraft on the forward flight deck?
Or is this a new exercise?
Either way, it is good to see more of the Liaoning operating with more J-15s.
I hope later this Spring and then this summer to see more, with up to six production J-15s operating off of the Liaoning.
