I think such a cannon is less about China having enough firepower and more about how cheaply China can express ship HE at an industrial scale so it can save more of its fancy stuff for other targets and potential players.
Idk, I'm not exactly convinced that 400mm shells with fancy propulsion and guidance and so forth will be particularly cheap. Somewhat skeptical of the idea compared to just making more guided rockets, but I guess we'll see.
