The point is not to defend Taiwan. The point is to convince the Taiwanese and, more particularly, the US, that they're actually trying to defend Taiwan.
From what I understand the submarine designers were mostly from the UK and Spain. One country has not built a diesel submarines in decades, and the other kept fumbling theirs.
