I think it's at least as likely that he wanted to leave himself. He's been complaining lately that he hasn't been getting good sleep due to all the tensions and in any case it's high expected that even if he lasts till May Lai will replace him with a DPP person.

Yeah it is corroborated by this Zhihu post. Supposedly a lot of precision guided munition go from induction to retirement without ever being disclosed to the general public. Stockpile has also risen significantly since 2022.
