looks like this unit is using a polymer retention holster not a canvas model.
I don't think that is a 9mm round The round looks a little to prominent I suspect the 5.8mm low velocity model

9mm FMJ vs 5.8mm for Type 92 pistol. The 9mm is the same 9mm used by the Wehrmacht in WWII and NATO troops today.

The Clinton ban sunset a while back it's the Import ban of 1989, A number of makers have work arounds for it mostly by sending partial or "Compliant models" then having a US maker rebuild them to original spec with a set percentage of American made parts but Norinco would prefer to keep its stuff in house.
Outsourcing some of that to the NYC subway please. :p
I have a hard time figuring why a Sniper rifle in a subway.

I don't mean the Sniper rifle. I was joking about the among of police officers in one car of the train or subway. There are more cops than commuters in the car. The commuters don't even have any seats left for them. And NYC subway have a reputation of being dangerous. :D
