Honestly, as long as they only use that sniper for weight training and not actual use, then it's fine. However, they should really make a new tool for such things. It looks questionable.
There is a lot of preexisting inertia from the “good old days” that are hampering reform.

I wonder if the army branch should pursue competence based evaluation like Golden Helmet for individual soldiers. Even back in pre-Covid days NTC have used “pain pellets” during training for elite forces. Let soldiers from different units “do their thing” and get shot IRL so they can feel the pain. I think that would go a long way in correcting bad practices.

They do this to practice their holding form so they can aim better

That doesn’t help with that, shooting helps with that. Those weights will likely throw off the zero of the barrel and introduce a slight bend, it also looks silly.
They dont use those weights in combat. It just to get the muscle used to this feeling like the barrel is heavy

The best way to train aiming and shooting is to train aiming and shooting.
The best way to train aiming and shooting while fatigued is to train aiming and shooting while fatigued.

That's the unscientific approach.

Proper weight training or use dummy rifle (they've those, yes) is far better than to damage what essentially a delicate piece of hardware that a sniper rifle is.
