A bit of history. QBZ-95 was developed from the winner of a competition to determine PLA's new service rifle. These are the entrants.

Is that a front lever release? Would it be safe to say this is a precursor to the type 03?

Not sure what that lever is. If it's the mag release, that's a novel place to put it. I have no idea if the Type 03 is evolved from this.

It definitely looks like a mag release paddle. Back in the 1980's and 90's, if my memory serves me right, Chinese and Soviet troops reloaded from the prone position and with their right hand as evidenced in this old Soviet manual that was posted in a video games forum (not War Thunder though):

I guess the designers of that prototype wanted to make that reloading procedure slightly quicker.
