I'm surprised naval commando units don't have optics on their rifles.
We definitely know that Jiaolong units were some of the first units to receive the new equipment and that we have seen them with 191’s. In addition this training ground was featured several times in the past. So one of the following could explain this phenomenon:
1. This is a final training exercise for the newcomers
2. This is extremely old footage that is just being released to the public.

China has a habit of training new recruits with old tech before introducing the new tech. Artillery crews are first trained with maps and basic radio before data-linked, BeiDou-using automatic aiming is introduced, new recruits are trained with iron sights before optics are given, pilots know how to land and navigate without modern aids, etc... This pattern holds true as long as there are no bad habits carrying over from the low tech way. For example, they are definitely not going to teach the 1970s' way of air-to-air combat. But, where appropriate, more traditional ways of operating equipment are taught as a backup.
