My guess...
The gun is imported as CKD kit from third party in Taiwan to change the origin.
NORINCO is sanctioned by George H. Bush from a long time ago, and further by his son W, so basically no direct business in the USA.

It's a toy now, but even from the YouTube it fires with quite a bit of power, able to knock down the mannequin. It could be a realistic less-than-lethal weapon option some time in the future, especially in China where most police don't even have guns.

Certainly not accurate enough as it is now though.
