I think he is confusion city swat with PAP.
A lot of the top cities seems to have a pretty big budget for their SWAT teams, who in turn seem to like to Gucci their gear up with fancy foreign imports.
That especially so in the 1990s and 2000s, major cities' police departments have the budget to import optics and accessories, and sometimes even firearms for their SWAT teams.
At sometime around 2010s then domestic sourced gears become a thing, as well as firearms that incorporated design features of those found on foreign designs. If I'm not mistaken, the law enforcement expo in Beijing is the launchpad for the domestic manufacturers.
In other words, the police department(s) first sample the foreign stuff, then the PAP took a lesser dip (firearms wise limited to Remington 700 series, that's the known case), but nevertheless China's exposure to foreign gears and firearms happened mostly in the law enforcement sector; military bit perhaps in the co-opt training and joint exercises but to field trial them is not so well known...
