No not exactly.
Apparently, the power outages are caused by collapsed masts in a neighboring province to Guangdong, and thus personelle are sent from Guangdong province to give aid. However, since these people are not native to the local geography and the conditions are quite extreme (with the snow) they can only cover at most a few hundred kilometers of cables a day. The PRC for some reason (maybe cost) are not sending in aircraft or helicopter to scout these power lines, despite local requests, delaying the repair whilst poor and desperate people are trapped at the train stations.
Kickars all I can say is this sort of disaster happens all over the world weekly. The weather cannot becontrolled. Only prepration for the worst weather can be made.
In my honest opinion the PRC government is doing its very best to help all 1.3 billion of its citizens.
