Can someone explain a bit about the conversion of 12th Armored Brigade? I have an answer in mind but don't know quite much about the context.

No need though, they converted to Yumen Silo Brigade last year.
But I am wondering where 149th Brigade goes, they got a small branch of their force previously in Hami but their main garrison is still in Yinchuan as I understand. Does WTC have any other asset in Hami except for Hami Silo Field?

That 12th Brigade was converted into PLARF silo Brigade. I have my sources, just curious if there are other ways to prove it or not.
You mean like some dude claiming he/she has closed-source info that 12th Brigade is now PLARF silo unit? I can assure you that it is 100% true from open source and I even know the official designation of this unit for quite a well.
btw it is not confirmed to be a brigade and that's why I am referring this unit as Yumen Silo Unit/Cluster.
I haven't published all my finding simply because I am afraid they would be more discreet on information control if they know about it.
