An old PLA vessel (old landing ship?) modified with what appears to be four launchers mounted in a 4x8 arrangement for a total of 32 munitions per launcher. Some sort of modified/repurposed vessel turned into a mine countermeasures ship? Maybe even modified into a USV?

Why there are depth marks on the sail then?
If they can submerge it up to that point on the sail, it might as well be fully submergable considering everything except for a tiny portion of the sail would be submerged. Also there is what seems to be a snorkel which you would not need if the boat cannot fully submerge.
