Recruitment and more exercises can only do so much, considering the extent of the growth that the PLAN has seen in warship quantity and more importantly the quantity of high quality/high capability warships.

High ranking, experienced personnel -- aka senior officers, senior NCOs -- is in high demand in most organizations during normal periods by virtue of things becoming more complex in general. Whether it's healthcare, business, industry, government or military.


For the PLAN, whose transformation over the last decade has been astronomical, you have not only the need to have personnel that are able to operate all of your new warships competently and supply your warships and do the staff work competently -- but also to have senior personnel that can understand modern and future ways of warfighting in a way that lets your new, big fleet be used to its maximum potential.
For example, the difference in a navy having 4x high end AAW destroyers (like 052D, 055 pattern) versus having 40x high end AAW destroyers, is not merely just needing the same competent personnel in a "multiple of 10" but also needing additional even more senior personnel that can organize and utilize your 40x high end AAW destroyers in an effective manner on a higher level of warfare (strategic/operational rather than tactical).


For a rapidly growing navy like the PLAN, there is no quick fix to this except for prolonged and sustained recruitment and retention of personnel, with ever growing complexity of exercises, research, staff work and repeat over time.
Eventually the personnel and ship mismatch will even out, but it's also about time -- you can only shorten the time needed to train and gather sufficient experience for a cadre of senior personnel to a given degree. Ultimately you still need to wait.

Some notes from the latest paid 察话会 episode:
  • Fujian has launched planes with its EMALS and they (soft) confirmed there are 16 055s. I've made comments in the respective threads
  • They have no info on the 3rd Type 901 and Yankee is perplexed by this as well. There are 2 more 903s, however it's theorized that these are for the CCG
  • It's only a matter of time before the number of 052Ds exceeds 40
  • There is a 5th 075
  • A shortage of personnel, especially higher ranking experienced personnel, is a serious issue with the scale of PLAN's expansion
    • They went in depth on this, but the severity of the problem cannot be overstated
    • It also has huge implications on procurement and types of weapons equipped, as slower iterations in ship and weapon acquisition make it easier and faster to train personnel
    • It's not as big of an issue for submarines due to their nature, as well as PLAN's nuclear submarine development taking longer than intended/planned
They said explicitly that the personnel issue is the takeaway for the audience, because it has severe implications for PLAN's strength, more than just having a few more ships.

Edit, a couple other things
  • The navalized version of GJ-11 is called GJ-21 (I heard this from 约克 a while ago so credibility +1)
  • The Type 076 is not a "Taiwan-oriented" or """Taiwan-related""" ship, and this raised some debates during its procurement process

I missed this part: work on two Type 095s is underway, and there might be a Type 095A in the future.

This count is not correct. Anyone doubting it can easily check the related imagery on Copernicus. The second 055 (ie hull 12 overall) of batch 2 at Dalian Dagushan was laid down in May 2024, and has seen very gradual completion alongside a Type 052D since then. Hull 14 has started taking shape since August 2024, and that is the hull "70% complete" as of April 2025.

For their tally to make sense we have to assume that Dalian materialised one Type 055 out of thin air. There is also no similar evidence that JN has already started on their fourth hull of batch 2 either, and Dalian has consistently followed JN in construction pace.
The way the information was disclosed was them talking about the satellite photo as opposed to using any insider knowledge, so it's very possible for them to be incorrect on this.
Thinking about this again, Ayi mentioned at another time in the podcast that 16 055s "have been produced". I find it odd for them to be collectively wrong on the overall count like this. It's possible for there to still be 8 055s in this batch, 2 remaining to be seen, and they miscounted in their satellite photo analysis. Of course, time will tell.

Any idea what stage of development/building the 09V is at?

The seem confident enough to build two at once.
