It's perfectly fine for the role in which it is intended.
I've already explained that, and if you feel like it has a different role to what I described, then make your case in that vein instead.

Intended for what? Air defense? Is there any other role you think that it is different from this?

The intended survivability and the calibre of opfor the ship is meant to operate against either alone or requiring mutual support of, differs from other ships in the PLAN orbat.

Having "air defense" as a mission doesn't mean all air defense ships are equal in their intended survivability or capability.

You have a different, and rather low, goal post for air defense. You assume this ship constantly requires mutual support of other ships.

If you note like say, in a number of Gulf of Aden missions, the 054A is the sole provider of air defense, the other ship being a Type 071. Another is that in exercises, the 054A appears to be the lead ship or the covering ship for a pack of 056.

Regardless to what degree the definition of air defense is, the Sea Eagle or Top Plate is no longer adequate for this purpose 2020 onwards.

It is unusual to see two Yuan Wangs within the fitting pool at the same time. A Type 726 LCAC is also headed out its way for possible sea trials, or maybe for a new home on its intended mothership.

I am not certain if the C in the lower part of the picture is a 052DL, my impression is that it is a 055.

Module near F might be an ice breaker which can only be Xuelong 3.

Ship to the left of A and B is an LNG carrier, probably one of those Yamal LNG Arc7 types contracted, and the modules to the right of A and B are for another LNG carrier. The area around A and B are strewn with parts for LNG carriers.

Somewhere between B and D there appears to be a number of superstructures intended for commercial ships.

Makes sense. Distributed missile trucks.
022 don't have much range, but Taiwan is not far fr the mainland.

I won't be surprised if a few 022 get posted to SCS in future.

The 022s are the best counter to the Tuo Chiangs. Both are stealthy low profile ships. Won't be easy to spot and radars to lock on. If Taiwan pumps out a large fleet of Tuo Chiangs, you will likely end up with running battles at short range between small littoral ships. The 056s would factor in as well.
