Seems like a small boat with radars that low to the water would have a short radar horizon?

I am not sure if the phase arrays you see there are radars. Phase arrays are also used for communication, and these can be used to link with other drones --- USVs and UAVs --- into a network. The SATCOM on the back appears covered and could have been changed. If you noticed there is a small dish like antenna on top of a mast with a camera, and that's the surface radar.

What I mean is that the USV can talk to a controlling or mother ship.

Like for instance, the Type 075 has these four panels right here in the ledge with its ESM.

If you take account that the panels are trapezoidal shaped to reduce its radar cross section, the actual panels would be square like and might be similar in size with the panels on the USV and they might be the same parts. My theory is that these panels can be used to communicate with the USV via the USV's own panels. The 075 could act as a mothership that carries the USVs and control them.
