Ground surveillance and target acquisition, similar to the old French Cougar Horizon helicopter system.
Are these military? More likely the metal road layer is an asset of the emergency management system.Metal road layer.
Not sure about this one specifically, but these roll-out mat systems are common for amphibious ops.
I was questioning whether this particular piece belongs to PLA given the seemingly civilian context shown in the photos.
