Not sure about this one specifically, but these roll-out mat systems are common for amphibious ops.

I was questioning whether this particular piece belongs to PLA given the seemingly civilian context shown in the photos.

I was questioning whether this particular piece belongs to PLA given the seemingly civilian context shown in the photos.

Most likely ,The green paint of the vehicle and the guy guiding the truck suggest it is likely is a PLA equitment lent to the Ministry of Emergency Management for use in case of emergency.
It could how ever just be equitment that Ministry of Emergency Management got from PLA recently that havn't been painted yet, other wise it would be painted red or orange like almost all other engineering assets for the emergency.
