interesting that the naval version is 40km and the land based 70km, possibly the latter is using a lofted trajectory optimised for range while the former likely to be a direct flight to target missile optimized for fast interception of incoming missiles

i am assuming of course that both missiles are using the same generation guidance units and motors

It would be nice if the PLA manages to standardize the current inventory of its short to medium AA systems. Because it is currently a hodgepodge of no less then 5 systems from 5 different sources each utilizing different technologies and yet all 4 posses near similar capabilities. These are the HQ-7, HQ-6, HQ-16, HQ-17 and the KS-1.
I can only began to imagine the logistical nightmare to main these off shoots.

I believe some are for export only (i.e KS-1)

Rumor from "隼鹰" claims that the HQ-9C will double the range of the existing variants to roughly ~400 km and that it will have cooperative engagement capability as well. To be deployed on the 055A.

Would the size of HQ-9C be about the same as HQ-9A/B ? Could it be fitted on 052C/D ?

CEC would mean that the HHQ-9C has active radar seeker and data-link capability. Though I wonder which platform would provide targeting data? Does this indicate that the Z-9C/D, Ka-31, Z-18YJ all already have those datalinks present?

Most likely a combination of aircraft and/or shipborne sensors (the OP mentioned the Top Plate radar). Recall that the J-XY and J-15B were rumored to be "information nodes" capable of providing key targeting information to other naval assets.

Well I am basing my observations on what SAM systems were present during the Chinese victory parade, which by extension indicates that the said system is in active service with the military.
