70X4X are 战区直属, or Eastern Theatre Command Direct Subordinate. The one below 93rd BDE is Search and Rescue Brigade.
7th - 95th BDE are 上海基地, or Shanghai Base.
40th - 85th BDE are 福州基地, or Fuzhou Base.
28th - 30th RGT are 第10轰炸机师, or 10th Bomber Division
76th and 77th RGT are 第26特种机师, or 26th Special Missions Aircraft Division
The source is a thread from haohanfw where a bunch of ORBAT specialists are discussing it. Looks pretty legit. A reliable poster said the KJ-2000's newly formed unit under 26th Div isn't 3XX7X but 75XXX.
Thanks a lot and esp. the mentioned Fuzhou Base is fine. I hope - maybe You and others could look - for the other Commands too, since there are so many new Brigades (just look at the JH-7A, J-10B/C and J-11/Su-30MKK, ...) but in no case we know their "Base".
