Any idea on what it is for?
My guess would be a loyal-wingman-esque UAS candidate. Truthfully, I'm not entirely sure.

It may be employed from H-6N airframes though, which presents the possibility of the platforms acting more independently in support of operations at a higher echelon, rather than being employed in a tactical conjunction with manned forces.

With that said, not every geometry worth sending to an RCS range is of one's own design.

Does seem to resemble the WZ-8 like craft carried under H-6 that isn't the WZ-8 but a more sleek looking craft... WZ-8 improved? Anyway yes no one has a monopoly on sharp triangular shapes and testing adversary aircraft RCS isn't outside the realm of explanation for this.
