Forgive my ignorance here for a moment but what use does something like a KJ-3000 have for an IRST system while its radar is already so powerful? Will it ever even get close enough to an adversarial plane to need the IRST at all? Is it for stealth aircraft? Something else?

Additional unjammable channel, capable of uncooperative recognition and pinpoint vector accuracy. Why not?

In addition to the post above, an IRST is also more "stealthy"; it doesn't make the target's RWR ring like a broken record.
You can see the KJ700 have a similar albeit larget irst turret in the nose of the plane

It might be an extra APU unless it is the original one relocated to that sponsoon, as the standard Y-20's have it on the other side
