But j7 and etc are jets.

J-7 is turbojet not turbofan. Turbojets get WP designation, like WP-13 here, while turbofan gets WS designation, like WS-10.

This may be a dumb question, but why are these plane turboprop not jet engine?

whats wrong with turboprop? there are many advantageous of turboprop, fuel efficiency at lower speed, shorter runway, cheaper and easier to maintain
