Sure, it's very plausible there are 16+ in service. I was merely asking about a source that would be considered as credible outside china-watcher circles, that actually states that.
For example, when SOC contributes to an article in Jane's and says there are at least 9 drones of YX kind active, that's a decent source.
If Deino stated there are 16 active, in an article published in Air International/AFM, that'd also be a good source. But it'd have to be phrased like "Photographic evidence shows no less than XX are in service.". As opposed to a phrase "Photograhpic evidence suggest up to XY might be in service", which would not constitute as valuable a claim as the first one.
