Does he actually have a valid business case for this Kanwa Defense Review thing?
As mentioned, he's been at this for at least 20 years, so unless he has some other income/assets, it's working for him.
If I remember from way way back, he had a listed office address in Toronto's old Chinatown, but I can't remember if anyone went as far as going inside. Again, if recalling correctly it was a small office space over a restaurant (very common in old Chinatown).
Just did a quick look of his current address and it is a PO Box north of the city, so he probably moved with most of the other old Cantonese to that area.
I risk sounding like a crazy doxxer now, but anyway, none of it was secret.
IMO, why was he able to make such a business for himself?
1. If you remember the 90's/early 00's, there was not a large base of information for PLA watchers.

2. Russia was the number 1 source of hardware at the time. So his knowledge of Russian (which no one AFAIK has doubted) was assumed to be an asset in researching PLA procurement. What was not well known at the time (but now well known) was that Russian sources are 90% BS and boasting, only 10% reality. So sometimes Pinkov could be right due to that 10%.
