Might be saying upgrading existing Block 1/2 to 2/3

This was discussed in detail in my post on page #7110 in the JF-17 thread. The BLK-I fleet had already undergone MLU to BLK-II standard a few years ago, meaning the PAF now effectively operates only BLK-IIs/IIIs fleets.

At present, there is no confirmed information regarding any plans to upgrade the BLK-II to BLK-III standard. However, there has been chatter suggesting that such an upgrade would be either technically difficult or economically unviable compared to the associated costs.

That is precisely why the recent statement by the PAF Dy. CAS regarding “more advanced JF-17 variants” has fueled speculation over whether the PAF is referring to additional Block-IIIs or perhaps an even more enhanced future variant.

The new MODP yearbook mentions it as well and looks like it's a joint project with Saudi Arabia

China's oversight is very loose when it comes to where their weapons ends up. For example with the UAE purchasing weapons for their proxy group in Sudan and causing humanitarian incidents left and right, you'd expect them to halt arms shipments by now. But as recently as last week there has been military cargo flights from Urumqi to Abu Dhabi.

The truth is, there are two criterias to have access to the chinese weapons market

1. Be a relatively friendly country to China
2. Have the cash

Where the weapons end up later is none of their concern

If anything it's beneficial for China. Pak-Saud have had numerous similar pacts going back decades. The current one arrives at a time when the Saudis suspect no help from the West, as has been evident throughout the current war. Saudi officials stated on record themselves that US did not provide much security, to the dismay of their expectations.

I don't think China interests this but if they wanted, they could insert themselves more into Saudi today via Pakistan. Regardless, the current conflict is actually pulling the Arabs (except UAE) out of the Western sphere of influence.
