It was released on the public domain, for anyone to read, by the Chinese researchers. You are viewing it incorrectly. The real motive of such releases are: "here, take a good look at what we got - we've advanced far beyond this!".

The US is in a position to exploit certain Chinese weapons systems because they make it into American hands by way of third countries, be it Pakistan, Thailand, Nigeria or another major importer of Chinese arms.

This is why there are inevitable limits to what China will and will not export to other countries, including de facto allies like Pakistan.

Nothing made it into American hands. This is a picture from a set released by the Chinese. The American here seems to have convinced you, YEARS LATER, that it is they who possess the system in hand.

There is no double standard here.

While the Chinese government is in a position to directly deter, investigate and prosecute CI threats within its sovereign territory occupied by its citizenry of 1.4 billion, the Chinese government does not carry the same authority over Pakistan's population of 250 million.
