this sort of issue literally exists in any sizeable organization, any attempt to paint this as a "CCP problem" would betray a lack of real life work experience.
Personally, I think the way out of the bureaucracy KPI problem perhaps involves some sort of advanced use of AI.
Over a decade of sustained poverty alleviation efforts is definitely closer in the spirit of Christmas than whatever the hell MAGA evangelists cooked up to justify the vast socioeconomic disparity in the world.
