I actually took the idea from the FNV quest "flag of Our Foul-ups.

In the quest, you need to train a few NCR troopers to fight better, and one of the solutions was to give them drugs and skip the whole training altogether.

If they wanted to do a nod to the games, they could definitely use this one.

Don’t they get court marshaled or something in the ending slides if they fail training?

I think my favorite NCR foul-up was the guy with glasses who discovered the secret of quiet quitting. Be too incompetent to get sent to the frontlines but just competent enough to remain employed by the military.

If I were Overseer I’d make the experiment in this vault forced reeducation in XJP Thought with 10 percent annual culling on underperformers.
I doubt he will be able to study XJP thoughts since his bunker will be getting the New York treatment just to make sure he is absolutely not coming back. There will be no "somehow, papatine returned" moment for him.

P.S. That picture isn't actually correct. His real bunker is large, supposedly almost as big as Vault-Tec without the limitations of a PS3 and Creation Engine nerf. Even more reason for it to get the New York treatment.
