I remember in lore, the PLA used anti-material snipers with either AP or explosive tips for when facing against power armors. Another thing they used seen in F3 anchorage was electric traps that would fry all power armor and its users.
MIC rushed production of power armor with known vulnerabilities to maximize shareholder values. No doubt Fallout-verse PLA exploited the hell out of it.

I've just searched up the holotapes, and yup, the Americans didn't have a good time, unlike the propaganda simulations.
Mass bombardment that flattened mountains and anything nearby. A lot of deaths after being overrun. Half the holotapes were soldiers sending their last goodbyes as they believed they would die soon. It checks out.
