What is North Korea's end game with some of these new weapons? Given that they have nuclear weapons along with a number of growing delivery platforms that having increasing survivability what exactly are they hoping to achieve through further military modernization?
Well, the end game is direct - despite the slight...disparity in economics, DPRK still vigorously goes for land parity/superiority against ROK&US forces in Korea.
They can't do it at sea (nor it has any real sense) and offensive air, but everything else is a fair game.

In recent days Kim Jong Un has carried out inspections of armaments factories, in a photo that appeared on the net he paused in front of some elements and a sectioned engine of what appears to be an R95-300 turbofan for cruise missiles, explanatory pictures on wall bearing drawings and probably relative data.
Version of the R95-300 which is probably made in North Korea.

If you don't keep your engineers preoccupied with new and challenge projects, their skills will fall into disuse, deteoriate, and you will lose an entire generation of skilled talent that takes decades to cultivate. NK didn't develop nukes overnight, took decades of technical training and development, you don't want to lose that talent by resting on your laurels.

Another reason is the national objective of reunification has yet to be achieved. Survival was the goal of KIS/KJI generation, KJU generation (with China as an ally) and onward will seek to evict all US troops from Korean peninsula, and eventually East Asia. If nukes alone were sufficient, why China bother with Liaoning/Shandong/Fujian carriers vis-a-vis Taiwan if reunification can be achieved by nukes alone. Nukes alone is not enough, it's a last resort option.

Coming on the eve of such a high level meeting, I'd interpret this more as sanction-evading technological information transfer than as a hack!
At first glance I thought that the information about this intrusion by North Korean hackers had been discovered by the Russian secret service and the related article was disclosed by Russian news sites, but I read that the news was reutered on input from Western "security researchers".
Therefore, in today's situation, it would lead one to think of an attempt to set a quarrel between the Russians and the North Koreans.

I am not sure what you are trying to say here? The reunification of North Korea and South Korea is not going to happen under any circumstances with the current disposition of forces. A national objective of reunification has never been a serious goal from the North Korean side. They haven't had anything to offer outside of threats of violence for decades and the only reason they resorted to developing nuclear weapons was because they were losing credibility to conventionally deter South Korea.
