The original plan was to upgrade the Su-27 to Su-27SM3 standard and use that, but with increased production of the Su-35 that did not happen and most Su-27 were put into storage instead.
There is no good reason for Russia to use MiG-29s when they have hundreds of Su-27 in storage.

I'm more surprised of seing Mig-23 flying than Mig-19... Mig-23 are probably maintenance nightmares.
I wonder what NorK is getting in return? Two-three squadrons of non-export "modern" Mig-29's with upgrading their current fleet of Mig-29's sounds fair to me if I was Kim. Other thn that what does NorK really need from Russia when it comes to weapon systems?
Ok IADS is the other since NK IADS are just waaay outdated.
Food ,fertilizer,oil,industrial machinery and so on.
The list infinite.
Other side, how the USA wish to prevent any business that Russia doing with NK ?
They has common border, railway and road link, so in good case the USA can guess the business that they do with each other.
