Here's my take on the new Hwasong-19 that north Korea tested yesterday; I am sure this has been speculated by others before me. That 11-axel transporter should be too slow on the limited available highways in north Korea and won't very likely survive a preemptive strike on north Korea. So, I believe that launch and that transporter are designed for propagandish purposes rather than actual second strike guarantor. That launcher is so large that you can't really hide it from satellites in north Korea. A more credible second strike option would be an eight-axel launcher, like df-41 , topol-m or yars, which can disperse, hide and move more efficiently. Of course, one may say that north Korea doesn't have necessary technology to design and manufacture eight -axel transporter and a missile capable of striking USA mainland due to miniaturization deficiencies. If that's the case for north Korea, and that may very well be the case, north Korea should try to design and manufacture and eight -axel transporters, at least, comparable to topol-m. They better develop necessary technology rather than produce bigger and bigger transporters. That's my take, feel free to criticize it.
